You might consider it a cipher, but it isn't really. Either way, it's a pretty unique technique that's never been used before (as far as I know).

Surprisingly it is not that hard once you figured out the hints.....however I've been looking at other forums and seems there used to be some very difficult puzzles involved in this level?

Nope. As far as I remember, the puzzle itself was always the same.

First, I guess that the .wav file is useless
second, the bizarre figures on the right above is some ancient numerals
