I think the veggie man is supposed to be a joke....anyway i found the Bob's secret code but dont know where to go from there...

Well... He is not Bob. Look at the file carefully and you will notice something suspicious.

i can't get anything out of the zip file.
using the rule to get the first hint, i see lots of n*****s, thought they might be b****y, but can't decode into either t*** or d******
